Response to Revision of EU rules on Gas

Farecogaz on “Hydrogen Ready Devices” Farecogaz is the European Associations of the manufacturers dealing with the gas metering chain, gas pressure regulator with associated safety devices and relevant stations. As Farecogaz we are keen to foster innovation in the gas market so that the ambitious EU Green Deal targets for 2030 and 2050 can be reached in time and with a positive impact on EU society. We examined the new EU framework to decarbonise gas markets, promote hydrogen and reduce methane emissions proposed by the EU commission on Dec 15, 2021:  Regulation COM (2021) 804 final 2021/0424(COD)  Directive COM (2021) 803 final 2021/0425 (COD) and we strongly share the need to promote this transition with different actions at regulatory, industry and consumer level. As association, in Farecogaz, we intend to promote upgraded technical standards for future-proof gas metering devices, gas pressure regulators and associated devices, so that the decarbonisation of gas markets and the introduction of low-carbon gases may happen in a smooth, safe and affordable way. Recently, the heat industry and gas appliances associations (EHI, Afecor) promoted a new concept, the so-called “hydrogen ready” appliances. This concept is meant to facilitate retail market customers to make renewable and low carbon choices, showing that the transition to low-carbon gases (e.g. hydrogen) does not require expensive interventions for the consumer but just a repurposing of the appliances, thanks to a conversion kit to be applied in less than 1 hour to any “hydrogen ready” device, so representing a future ready no-regrets option for industry and end users. In the framework of gas infrastructures, as Farecogaz, in line with the above, we expect that the EU Commission should create the CEN CENELEC coordinated regulation framework and the conditions for the fast and harmonized development of “hydrogen ready” devices (e.g.: gas meters, gas pressure regulators, gas safety shut off devices) suitable for natural gas blended with hydrogen and pure hydrogen. Such equipment will facilitate the repurposing of existing gas networks and in parallel the development of a hydrogen-based infrastructure. We kindly ask you to consider our above mentioned measures. Response to A EU hydrogen strategy

Dear Sirs, It seems that the EU paper is generally aligned to EU decarbonisation requirements, even though we’d appreciate to see some explicit references to overall strategy which shall transversally apply to all energy sectors to meet these requirements. This shall include but not limit to: o Gas & Electricity sector coupling and injection of renewables, either synthetic or organic, rather than mainly focusing on production and injection of “blue” H2 o We strongly recommend a better coordination between all initiatives already ongoing in the EU to maximise effort; references to “European Clean Hydrogen Alliance” are not explicitely covering this aspect. o Explicitily include the use of the existing gas networks as well as the heating sector into the EU Hydrogen strategy.
