Response to Circular Economy Act

The Fédération de la Mode Circulaire welcomes the Circular Economy Act as a historic opportunity to make circularity the engine of Europes industrial renewal. By harmonising EPR, clarifying end-of-waste rules, supporting eco-design, repair, reuse, upcycling, rental and recycling, revising customs codes and creating strong fiscal incentives, the CEA can turn circular business models into a true competitive advantage for Europe. Response to Extension of the scope of the carbon border adjustment mechanism to downstream products and anti-circumvention measures

While the textile sector is currently outside the scope of the CBAM and its downstream extension, we believe it is relevant to signal its growing contribution to embedded emissions and its exposure to carbon leakage risks. In line with our European Manifesto for Circular Fashion, we encourage the Commission to consider a sectoral impact assessment on first-hand textile imports, as a preparatory step toward future CBAM expansions or equivalent mechanisms. Such forward-looking action would ensure that EU climate and trade policies remain coherent, fair and inclusive.
