Response to Industrial Decarbonisation Accelerator Act

FERVER, the European Federation of Glass Recyclers, welcomes the Industrial Decarbonization Accelerator Act (IDAA), announced under the Clean Industrial Deal, which aims to increase sustainable and resilient industrial production in energy-intensive sectors across the EU by supporting decarbonization investments. The IDAA is a crucial opportunity to place the circular economy at the core of the industrial transition towards a decarbonized and strategically resilient EU economy. Promoting policies that support material reuse, recycling, and efficient resource use is essential. The recycling of flat glass can play a key role in the decarbonization of energy intensive industry. The use of 1 ton of cullet saves approximately 1.2 tons of virgin raw materials such as sand, dolomite, soda ash and limestone1. It also reduces the energy consumption of the furnace. However, it is estimated that only 5% of flat glass waste is recycled in a close-loop, as a significant share of flat glass waste is contaminated by other construction and demolition waste during the deconstruction processes, which prevents its recyclability. As a result, a significant part of flat glass waste becomes unsuitable for reintroduction into new flat glass production and ultimately ends up in landfills. It is therefore crucial to implement collection targets for buildings to ensure that recycling companies have reliable access to flat glass waste. Additionally, selective demolition should be promoted by implementing mandatory predemolition audits, as outlined in the Waste Management Protocol (2024). Flat glass must be dismantled properly to meet recycling criteria. The audits must clearly specify which waste fractions should be sorted and stored separately - preferably in dedicated, clean containers - thereby avoiding the use of multipurpose containers that increase contamination risks. Given that selective demolition demands additional time and resources compared to traditional demolition, it is advisable to set minimum size thresholds for construction and renovation sites subject to these requirements. Inspired by the approach in the Taxonomys criteria on construction and renovation activities, we suggest setting a minimum threshold of 2,000 m² glass surface for applicable sites. Securing a reliable supply of quality flat glass waste would help establish and sustain a leading EU low-carbon flat glass market. FERVER calls on EU-policymakers to seize the momentum of the Industrial Decarbonization Accelerator Act by embedding ambitious circularity measures into its implementation. Ensuring clean, high-quality flat glass recycling through targeted collection and selective demolition is not just a technical necessity, but a strategic move towards a greener, more resilient industrial future in Europe.

Response to Review of the requirements for packaging and feasibility of measures to prevent packaging waste

As European federation of glass recyclers, we support the ambitious initiative of the Commission to revise the Packaging and Packaging Waste Directive and to opt for a future Regulation. In the document annexed, please find specific comments related to the specific properties of glass and to our capacity to contribute in the development of recyclability criteria for glass packaging. Having been a motor in the development of the Commission Regulation EU1179/2012 establishing criteria determining when glass cullet ceases to be waste, FERVER wants to promote this European EOW-status and advocates for its fully consideration in the new document
