Response to Circular Economy Act

Construction & Demolition Waste (C&DW) is the biggest waste stream in the EU. It is not regulated properly at EU level, the 70% recovery target is often met with by "backfilling". There is a need for improvement and the Circular Economy Act could be the place to arrange this. What is needed foremost is a recycling target for inert C&DW. If this is not implemented, C&DW will not be separated properly at source and not be brought to recycling facilities. Furthermore, the CEA should be used to require proper tracking and tracing of C&DW and require Member States to encourage use of recycled aggregates, for instance by prescribing it in road construction. Another main and rising problem is that of Incinerator Bottom Ash (IBA). There is no framework at EU level to manage this waste, the CEA provides an opportunity to do so. Whereas IBA can well be recycled to produce aggregates that can replace raw materials, implementing a recycling target will boost circularity of the energy from waste route.

Response to Application of the ‘do no significant harm’ principle to the Social Climate Fund and its possible future extension

FIR welcomes the initiative to develop guidelines on DNSH related to the Social Climate Fund. We like to highlight the importance of including guidelines and criteria related to the management of Construction & Demolition Waste (C&DW). C&DW constitutes the biggest waste volume in the EU. When C&DW is not managed properly, it will have severe impact on soil and water. Good practices are availabe to recycle C&DW, enabling a relevant contribution to resource efficiency. Recycling of C&DW also contributes to the reduction of greenhouse gas emissions. Examples in some Member States show that recycling of C&DW can effectively and cost efficient be implemented. Based on these experiences, it is well possible to derive DNSH criteria so that inefficiencies in the use of materials are prevented as well as emissions to water and land.
