Response to Revision of the EU geographical indications(GI) systems in agricultural products and foodstuffs, wines and spirit drinks

FedeLIS souhaiterait alerter la Commission sur deux points. Tout d'abord, elle s'interroge de la délégation par la Commission du traitement de l'enregistrement, opposition et modification des IG à l'EUIPO. En effet, elle rappelle que les IG sont des éléments bien plus complexes que les marques et autres protections des noms. Il s'agira de s'assurer de la robustesse des procédures et de l'indépendance des deux systèmes. Aussi, elle souhaite s'assurer que les ODG (organisme de gestion), organisations gérant les IG en France, soient bien considérés comme groupements de producteurs reconnus et disposent des mêmes prérogatives que ces derniers.

Response to Commission Implementing Regulation on the provision of voluntary indication of origin or place of provenance of foods

As representative of the French sectors of agricultural and food products under official quality signs (PGI excluding wines, PDO excluding dairy products and wines; Traditional Specialities Guaranteed and Label Rouge), FedeLIS thank you for the consultation regarding the draft of the Commission Implementing Regulation on the provision of voluntary indication of origin or place of provenance of foods. We welcome your willingness to regulate this subject, as we fully support a total transparency about the country of origin of products and ingredients, in order to meet consumer demand for accurate, meaningful and truthful labeling. We agree with the majority of this project of regulation. Nevertheless, we think that it is not sufficient for two aspects. Indeed, we consider that: - the indication of the primary ingredient should also apply to PGIs, as there is no mandatory requirement of ingredient origin for PGI and sometimes, the production area is not identical to the transformation zone. - the indication of the origin must be more precise than "EU/non-EU" and specify the name of the country. Some experiments in different European countries has clearly demonstrated that it is possible, realistic and highly requested by consumers. It would be unfortunate not to be a little more ambitious, moreover, for a voluntary approach. However, it is important that this indication does not go down to a local or regional level, otherwise it would create a significant risk of confusion with the official quality signs "PDO" or "PGI".
