Response to Review of the State aid rules on the Services of General Economic Interest (“SGEI”)

Federcasa is the only Federation that associates the 85 italian public bodies that manage more than 1 million of apartments in public residential housing (ERP), dedicated for the weakest segment of the population, with very low incomes. The role of our associated public Bodies has therefore become increasingly social, with services integrated perfectly with the public administration and the territory, for the purpose of integration and support for these weaker families. In this phase of consultation of the European Commission for the revision and legislation about State aid - Revision of the rules on services of general economic interest for our sector, we strongly share the distinction between SGEI services intended both with regard to public residential housing (ERP), and public social housing (ERS), aimed at supporting investments with a social purpose for the construction, renovation or extraordinary maintenance of housing intended for the more vulnerable segments of the population. The distinction could be more complex when considering the State aid regime relating to the interventions in the field of affordable housing, to be assessed on a case-by-case basis. If they will not be subject to precise indications at European level, risk generating interpretations of the rules at the level of Member States, especially where the tenders for the contract of works and services must be of european level, being amounts above threshold.

Federcasa represents the 85 Italian public companies owned by Regions, Provinces and Municipalities, which manage public property and assets all over Italy. We manage approximately 1.000.000 of apartments and over 2.500.000 tenants, who live in them. Representing the public sector and the weakest segments of the population with very low incomes, we highlight the following priorities on the topic: - housing is a right for everyone and in our case it is also a social service; - there is a need for structural funds, also passing through the Regions such as the ERDF, to support investments; - non-repayable contributions and grant, outside the rules of state aid, are essential for projects of renovations and new constructions of public assets; - the public-private partnership can be useful for making investments in the sector, but it must be regulated and supported by concrets aids; - the short-term rentals do not reprent a critical issues for us, working with very low incomes population; - we need a reference european regulation, which correctly consider us as public bodies managing public housing to allow us to participate effectively to the calls for tenders on European funds, including regional ones; - we need resources not only for energy efficiency, but also for disaster prevention, including earthquakes, and especially for extraordinary maintenance; - we need clear rules on urban regeneration and harmonious urban and land development, by containing land consumption and destining urban areas to new residential settlements to replace olders existing ones, which could be enhanced and therefore allocated to families with slightly higher incomes in social housing.
