Response to Trade measure addressing the negative trade-related effects of global excess capacity on the EU steel sector

The Arvedi Group,wishes to contribute to the European Commissions consultation on the "Trade measure addressing the negative trade related effects of global excess capacity on the EU steel sector". As the main Italian producer of carbon and stainless flat products as well as welded tubes, Arvedi holds a central position in the Italian and European steel landscape. The Group represents a unique production model with high efficiency and low carbon technologies, directly contributing to the competitiveness and sustainability of the EU industrial base. The Arvedi Group strongly supports the introduction of a robust, highly effective long term trade instrument that secures viable capacity utilisation for EU producers. The submission underlines in particular the need to a) ensure the new TRQ system restores workable import market shares, adjusted to current demand levels; b) apply coverage to all relevant steel, stainless steel and tubes categories; c) introduce a persuasive tariff level above quota, aligned with international standards (notably the U.S. 50% benchmark); d) accompany the trade measure with strict rules of origin (melted and poured) and a review mechanism. With this contribution, Finarvedi conveys the message that a polished continuation of the safeguard is insufficient, and instead a new durable framework must be created to protect EU industrial capacities, preserve strategic autonomy, and enable crucial investments in decarbonisation.
