Response to General revision of the General Block Exemption Regulation

Finavia considers it of paramount importance that operating aid for small airports with a maximum of 700,000 annual passengers, instead of current 200,000, be allowed in the General Block Exemption Regulations (GBER) Article 56(a). According to a study , airports with fewer than 500,000 annual passengers are permanently unprofitable, and few airports with 500,0001,000,000 annual passengers have the potential to become profitable in the near future. The operations of larger airports with international connections should be market-driven. However, Finavia believes that, in order to ensure connectivity, economic development, regional cohesion and defence needs, public aid for the operations of small regional airports should be permitted, as their operations are chronically unprofitable and support measures do not have disruptive effects on the functioning of the internal market. Finavia thinks that the GBER should be revised so that the limit for granting operating aid to small regional airports without notification is raised from 200,000 annual passengers to 700,000 passengers. With this revision, the exemptions contained in the Aviation State Aid Guidelines can be waived and the GBER can be used as the primary source for regulating state aid for airports. The change would simplify regulation, reduce bureaucracy and administrative burden, ensure faster implementation, increase legal certainty, and bring predictability to the development of small regional airports. In addition to operating aid, GBER allows granting investment aid to airports with up to three million annual passengers without notification. Finavia considers the three million passenger limit to be appropriate, especially when considering the growing investment needs of airports, for example, to develop sustainable aviation fuel distribution infrastructure, to introduce potential new technologies, and to strengthen the resilience of critical airport infrastructure. For the abovementioned reasons, 100% aid intensity for investment aid to airports below 1 million passengers per annum should be allowed instead of the current 75 %.
