Fitch Ratings appreciates the opportunity to review and comment on the Proposal. We set forth in the attached letter our observations and suggestions regarding the Proposal; we have only responded with respect to those elements about which we have comments. Fitch Ratings is strongly of the opinion that credit rating agencies (CRAs) and the information that they receive from firms as part of a request for a credit rating should not be included within the scope of the Proposal. As outlined further in the attached letter, Fitch Ratings believes that the inclusion of CRAs within the Proposal is unnecessary to achieve the objectives of the Proposal and offers no anticipated benefits to consumers or firms, while it has the potential to impose significant burdens upon CRAs as data holders.
