Response to European Critical Raw Materials Act

Form Energy welcomes the European Commissions Critical Raw Materials (CRM) initiative, which comes at a key interval as the EU takes action to advance the energy transition, strengthen its strategic autonomy and ensure reliable, affordable energy supply. To reach the Fit for 55 goals with only existing technologies available at large commercial scale, EU demand for critical raw materials will increase fivefold by 2030 . We need to ensure a secure and sustainable supply of (critical) raw materials without increasing the EU's reliance on only a few third countries. Form Energy is commercializing and manufacturing a pioneering iron-air battery for the electric grid, capable of continuously discharging electricity for 100hrs at system costs competitive with legacy power plants. This new class of multi-day energy storage enables a reliable and fully renewable electric grid, year-round, by relying on super-abundant, low-cost materials not listed in the EUs 2020 Critical Raw Materials list : iron, water and air. Forms iron-air battery technology is scalable, relying on diverse existing steel supply chains to serve gigawatts (GW) of electricity demand by 2030, while other novel energy storage technologies face uncertain supply chain constraints. Our iron-air battery technology can help the EU achieve its Fit for 55 and REPowerEU goals while strengthening existing EU supply chains, supporting green steel, and building new EU battery manufacturing capacity. Form Energy submits the following actionable recommendations for the CRM initiative: 1. Prioritize materials, technologies and projects that reduce needs for CRMs, such as iron-air batteries in electric grid applications 2. Classify iron and iron ores as strategic materials, given their importance for long-duration energy storage and the production of green steel, and introduce mechanisms to support the expansion of an EU green steel supply chain 3. Support EU manufacturing of innovative long-duration energy storage systems that reduce reliance on CRMs and on fossil fuels 4. Support the development of supply chains to recover and recycle materials used in batteries in electric grid applications
