Response to Greenhouse gas emissions savings methodology for low-carbon fuels

25 Oct 2024

To lower GHG emissions in key sectors like fertilisers, steel, shipping and aviation, we need clear and rigorous standards and methods for emission measurement. Without such rigour, truly low carbon hydrogen threatens to be outcompeted by hydrogen with significant associated emissions undermining our climate goals. Our recommendations therefore emphasize the importance of robust measurement, independent verification and public reporting of GHG emissions to ensure that low carbon hydrogen supports decarbonisation objectives: (1) Reduce the maximum emissions threshold for low-carbon hydrogen over time; (2) Adopt a principle of non-additionality for fossil gas use; (3) Require site specific emission factors for upstream and midstream methane reporting; (4) Adopt more conservative default values for upstream methane and CO2 emissions; (5) Ensure consistent treatment of (renewable) electricity use; (6) Set more stringent requirements for the permanence of carbon capture use and storage which adequately reflect the inevitable uncertainties and risks with CCS (7) Require measurement and disclosure of hydrogen emissions (8) Set an example of global best practice (9) Engage countries and developers planning to import RFNBO and LCH
