Response to Greenhouse gas emissions savings methodology for recycled carbon fuels and renewable fuels of non-biological origin

FRANCE GAZ MARITIME contribution to consultation on RFNBO-RCF GHG methodology France Gaz Maritime welcomes the recent draft delegated act from the European Commission (EC) “establishing a minimum threshold for greenhouse gas emissions savings of recycled carbon fuels and by specifying a methodology for assessing greenhouse gas emissions savings from renewable liquid and gaseous transport fuels of non-biological origin (RFNBO) and from recycled carbon fuels (RCF)”. France Gaz Maritime considers this act as critical to enable the deployment of RFNBO - including hydrogen - as it will have deep implications for the Renewable Energy Directive and the Hydrogen and Gas Package. Through this paper, France Gaz Maritime would like to put forward recommendations to. ensure a credible reporting of the GHG footprint of RFNBO and RCF. France Gaz Maritime underlines that RCFs and RFNBOs with carbon atoms (e-methane, e-methanol, ...), in addition to biomethane, have a key role in achieving the energy transition of the maritime sector in Europe. The shipping industry has initiated a strong and progressive transition towards liquefied methane and biomethane but also towards methanol. This is a massive shift (48% of the global ship order book, in Gross Tonnage, is fuelled by LNG, with more than 500 ships on order in the first quarter of 2022). It is too early to determine the composition of carbon neutral fuels in 2050. But the need for large and competitive volumes of e-methane and, to a lower extent, e-methanol is an obvious requirement.
