Response to Revision of the EU’s energy security framework

To maximize European energy security and sovereignty, it is both important and urgent that we continue to accelerate the expansion of Europes renewable energy supply. However, it is equally critical to establish robust framework conditions to ensure that the sovereignty over remote control of the European electricity system remains exclusively in trustworthy hands. It is encouraging that the problem description of this initiative already acknowledges the growing complexity of threats to the integrity of critical infrastructure, including risks posed by third-country entities such as suppliers of clean tech equipment. In particular, solar PV inverters are intelligent components that perform essential functions. These components must meet the highest cybersecurity standards to prevent potential hacking or manipulation. Europe has already demonstrated strong awareness and leadership in this area, with high and continuously evolving standards. Nevertheless, one very important issue demands immediate attention: All manufacturers of these components have the technical capability to change the behavior of their PV inverter fleets via software updates. Depending on their market share, this means they could influence millions of systems - equivalent to the output of numerous large-scale power plants. Currently, approximately 80% of all new photovoltaic systems in Europe are equipped with inverters from a single non-European country. From the perspective of European energy security and sovereignty, it is highly relevant that the ability to influence the behavior of aggregated, distributed power generation assets remains under the control of trusted entities. It is absolutely essential to consider not only technical risk factors but also non-technical ones. It should be self-evident that if a company is classified as high-risk, its components or services should not be deployed in European critical infrastructure to such an extent that, in the event of deliberate manipulation - such as through software updates - they could cause widespread disruption to the European power supply. As a globally successful manufacturer of solar PV inverters, we are fully aware of what is technically possible. We therefore strongly urge that these concerns be given the highest priority. We explicitly support the statement and recommendations submitted to this consultation by the European Solar Manufacturing Council (ESMC).

Response to Implementing Act on non-price criteria in renewable energy auctions

Response to Fitness check – energy security architecture

To maximize European energy security and sovereignty, it is important and necessary that we continue to expand Europe's renewable energy supply as quickly as possible. However, framework conditions must be created as a matter of urgency to ensure that the sovereignty for remote control of the European electricity system remains in Europe! Specifically, inverters in renewable energy systems (such as photovoltaic systems) are intelligent components that perform a variety of functions for the electricity grid. Manufacturers of these components can change their behaviour via software updates and thus - depending on European market penetration - influence many millions of systems, which corresponds to the output of numerous large power plants. Around 80% of all new photovoltaic systems in Europe are now equipped with inverters from non-European manufacturers, with the majority coming from one single source. In terms of European energy security and sovereignty, it should be highly relevant that the sovereignty to influence the behaviour of aggregated large, distributed power plant capacities of the European electricity system remains in Europe. For components that have a major influence on the stability of the European electricity system, Europe should define different targets for tolerable dependencies than it is the case for consumer goods and define effective measures accordingly. The longer Europe stands by, the greater the dependencies will become and the more difficult it will be to regain sovereignty in the future.

Response to Net Zero Industry Act

Very important initiative! We recommend to anchor important components of renewable energy supply more strongly, especially those that are crucial for Europe's critical infrastructure and energy sovereignty! Photovoltaic inverters define the system behavior of millions of decentralized power plants. Europe is still at the technological forefront and has significant domestic production capacities. However, massive displacement is taking place and Europe should shape the framework to avoid deindustrialization and enormous dependency in this critical area due to geopolitical distortions of competition. Inverters are the backbone of the future renewable energy supply and Europe should anchor these components as truly strategic for energy security and the sovereignty to achieve our own European renewable energy expansion targets.
