Response to A new Circular Economy Action Plan

Technological Corporation of Andalusia, as multisectorial innovation cluster and considering the interest of its members and regional development potential under a circular economy approach, would like to highlight the following points: - Synergies between the New Circular Economy Action Plan and the EU Industrial Strategy would need to be sufficiently identified and promoted (specially in terms of funding and support instruments). - Circular bioeconomy could be considered as a relevant approach within the action plan, as it is not only related to closing loops for biological materials or biopackaging, but also an interesting possibility for secondary raw materials recovery through processes such as bioleaching. Hence, the term “circular bioeconomy” should be clarified and the extent where bio-based approaches could boost the economy transition would need to be assessed. - In order to promote consumer informed choices, aside from awareness actions, labelling schemes could be explored as a way to easily communicate information related to circular economy aspects involved in the production of the goods he/she is acquiring. - About legislation aspects, “waste”, “co-product” and “by-product” definitions should be deeply reviewed. This becomes especially relevant in biological waste valorisation approaches. - More emphasis would need to be placed on European SME role and how they could contribute to regional/local transition. - Finally, and about innovation and investments aspects as enabling conditions for the action plan adoption, open innovation mechanisms and entrepreneurship programs focused on circular economy would need to be promoted and supported.
