Response to Developing social economy framework conditions

HUMANA in Spain welcomes the initiative and the call for evidence and the Council Recommendation. We agree that in Spain measures taken have not resulted in effective developments for a conceptual clarity around a modern view of the Social Economy. We welcome guidance for public authorities and build up to date recommendations to promote social economy in a more inclusive way across policy and citizenship fields.

Response to Waste Framework review to reduce waste and the environmental impact of waste management

The HUMANA members across Europe thanks the Commisssion for the opportunity to comment on the ongoing initiative of the EC to revise the Waste Framework Directive based on the requirements of the European Green Deal and the Circular Economy Strategy. The organizations we represent work actively in the selective collection of used textiles across Europe and in promoting their reuse or recycling, strictly in line with the intentions of the Waste Hierarchy. The polluter pays principle is obviously not yet common for textile waste, but experience shows that serious and professional textile waste management work, including collection and sorting, with the focus on reuse and a maximum profit of the waste, is possible. We fully support the initiative’s objective of reduced waste generation. Studies firmly indicate that the distribution of secondhand clothing for reuse contributes to the reduction of textile waste by more than 50%, so a separate collection system for textiles which prevents contamination of reusable textiles, with focus on local reuse and on the Waste Hierarchy, must be maintained and promoted. We think that the polluter pays principle for textiles must be reinforced by the Commission and articulated in such a way that the growing amounts of textile waste to be collected separately do not become a burden neither to the activity of the existing well-functioning second-hand sector nor to the promotion of reuse as the main engine as well as a generator of green employment.

Response to Promoting sustainability in consumer after-sales

La venta de bienes textiles (ropa, complementos, calzado) de segunda mano, no puede incluir un periodo de garantía legal por defectos en la fabricación o procesos de preparación para la reutilización. La venta de textil de segunda mano no puede conllevar para los vendedores responsabilidades sobre los eventuales defectos que pudieran existir en el momento de la entrega (venta de producto de segunda mano), ni posteriormente.
