Response to Evaluation on the operation of the Innovation Fund - 2025

It is crucial to close the funding gap for climate biotechnologies and establish a level playing field with clean tech, which is subject to the ETS and has access to the Innovation Fund. The Innovation Fund (IF) is a vital financial instrument for scaling up clean technology in sectors covered by the EU Emissions Trading Scheme (ETS). While the Fund has successfully accelerated decarbonisation in energy- and industry-intensive sectors, critical funding gaps remain in supporting low-carbon technologies in the biotech and bioeconomy industries, such as food manufacturing and processing. These sectors remain outside the scope of the ETS and consequently have limited access to the Innovation Fund in its current form, despite their substantial emissions footprint and strategic importance under the Net Zero Industry Act (NZIA). Aligning the Fund's scope with the Net Zero Industry Act in the context of a broader Industrial Decarbonisation Bank can enhance the EU's competitiveness, foster innovation and economic resilience across all critical sectors, and support its bioeconomy start-ups and scale-ups, while helping it to achieve its climate and biodiversity goals. However, investment criteria would need to be designed in collaboration with startups and scaleups in the respective sectors.
