Response to EU Start-up and Scale-up Strategy

17 Mar 2025

We would like to express our gratitude for the opportunity to contribute to this consultation and provide practical, experience-based insights on an EU start-up and scale-up strategy. German Bionic is a wearable robotic scale-up, and with our international and highly talented team we develop connected, active and AI enabled Exoskeletons in Europe. Whilst combining different strategic technologies as described in diverse EU regulations, our technology augments human capabilities and allows to improve workplace ergonomics in physically demanding work environments. The German Bionic smart power suits and wearables protect the health of workers and markedly reduce the risk of accidents and injury to consequently improve work processes. We put people first and carry the EU concept of Industry 5.0 with principles of human centricity, resilience and social sustainability in the technologys DNA. From the perspective of a Scale-up aiming European competitiveness and technological sovereignty, the EU must move beyond simply identifying and regulating strategic technologies. The focus must shift towards actively creating a thriving market ecosystem for innovations Made in Europe following a comparable joint spirit behind the Green Deal. This requires a paradigm shift, prioritizing practical utilization and deployment of new strategic technologies in parallel with scientific evaluation, rather than in a sequential, heavily regulated manner. The EU's structural conservative attitude towards innovation and a general skepticism towards new technological approaches, hinders the very transformation it seeks to achieve. Instead of limiting growth with premature regulations, the EU should foster an open and encouraging environment that embraces change, actively supports the implementation of cutting-edge technologies, and empowers younger generations to drive innovation. Furthermore, a more strategic and coordinated approach to research and development is crucial. Avoiding redundancies between public funded research and entrepreneurial endeavors, and focusing on application-oriented research alongside basic science, will ensure resources are used effectively and safely. The current terminology surrounding "regulatory sandboxes" and "real laboratories" needs reconsideration, as it can convey a lack of confidence in European innovation. Finally, a differentiated approach to supporting start-ups and scale-ups is essential. While start-ups need a flexible environment for experimentation, scale-ups require targeted support to solidify their market position. Public procurement programs (PPI) that prioritize innovative European solutions can serve as powerful catalysts, creating a robust domestic market and fostering long-term growth. By adopting these measures, the EU can create a truly fertile ground for human centric innovation fostering industry 5.0 principles as a true European USP, attract related investments, and secure its position as a global leader in the 21st century.
