Response to 2030 Climate Target Plan

Pollution, especially black carbon and other short-lived climate forcing agents, is a root cause of and exacerbates impacts of climate change. Pollution has costly, negative implications for health, economic growth and the integrity of the environment. Investing in solutions that solve both pollution and climate problems can generate enormous benefits to health and well-being, some within weeks. The main sources of air pollutants and greenhouse gasses are the same. Combustion (fossil fuels and biomass for heating, electricity generation, etc.), transport and agriculture/land use account for the majority of CO2 and sources of PM2.5, principally black carbon, but also other short-lived climate forcing pollutants: methane, hydrofluorocarbons, and tropospheric ozone. Tackling CO2 emissions will also provide wins for reducing PM2.5. Every tonne of CO2 emissions abated avoid between $50-$100 of PM2.5 damages in most G20 countries. Pollution and climate change are transboundary. Therefore, solutions to both must be implemented both within the EC and outside the EC. This initiative should also take into account health impacts, and the transboundary nature of climate change and pollution.
