Response to Roadmap on REPowering the EU with Hydrogen Valleys

GreenLab is a green and circular energy park, a technology enabler and a national Danish research facility. We take part in the ClusterNorth2 alliance where Evida (national Danish gas distribution company) is about to test a small-scale hydrogen network at GreenLab. We thank the European Commission for the opportunity to provide feedback on the draft structure for a roadmap on measures to double the number of hydrogen valleys in the EU. We fully agree to the overall structure of the roadmap with five building blocks concerning research, regulation, cooperation & funding, education, and international effect. Our findings, so far, are that the most important factor when wanting to develop hydrogen valleys is to boost an actual demand for hydrogen. Demand for hydrogen does not happen on its own. When the DG examines the blocks concerning regulation and cooperation & financing, we believe that the DG should not just investigate the regulation and financing of hydrogen but also investigate the regulation and financing of competing fuels, the most obvious being fossil fuels, and compare the results. If the overall framework (public or private regulation and financing) still favours fossil fuels it will be difficult to reach the objective of doubling the number of hydrogen valleys in the EU. It is important that the production and use of hydrogen is not just environmentally favourable but also financially favourable. Currently, FIDs are being postponed in many PtX projects because demand is missing. We will gladly elaborate on our response and provide further details on our current hydrogen projects.
