Response to Carbon capture utilisation and storage deployment

Hafslund Oslo Celsio (hereafter Celsio) thanks the Commission for the opportunity to provide our views on Industrial carbon management carbon capture, utilisation and storage deployment, as well as the positive EU initiatives we have seen since the relaunch of CCS in Europe at the European High-Level Conference on Carbon Capture and Storage (CCS) in Oslo in 2019. Celsios ambition is to be a global leader on Carbon Capture and Storage in the waste-to-energy sector, leading the way towards carbon negativity for Europes 500 waste-to-energy plants as well as for all new plants that are needed to deal with residual waste when landfills are phased out. We are currently working towards realizing the worlds first full-scale carbon capture and storage plant at our existing waste-to-energy facility in Oslo. We have appreciated the strong interest and support from the European Commission trough the CCUS Forum and its working groups, as well as previous visits from Commissioner Cañete (2019) and Commissioner Simson (2022), and numerous other EU officials over the years. Celsio believes that an EU wide approach to CCUS, combined with a well-functioning certification and market system for carbon removals, can strongly contribute to towards both achieving climate neutrality and developing sustainable business models for carbon capture and storage in the European waste-to-energy sector. A sector with the potential of capturing 85 million tonnes of CO2 annually, of which more than half would bio-CCS with negative emissions , substantially contributing to reaching the EU climate and sustainability targets. There are more than 500 Waste-to-Energy plants in Europe today. About half of all the plants, the largest ones, are responsible for around 80% of the CO2 emissions. On average, these large plants emit 285 000 tonnes of CO2 per plant per year, making them very suitable point source carbon capture , and we have seen a major shift in the view on CCUS in the sector since Celsio first started its project as the first company in 2015. Today, there are more than 60 ongoing projects in Europe , and CEWEP Confederation of European Waste-to-Energy Plants, have placed CCUS at the centre of its Climate Roadmap for making the sector carbon neutral or even carbon negative. Celsios key points to the European Commission: - Waste-to-energy with CCS can be a three-in-one solution for Europe, dealing with un-recyclable waste, producing energy and creating large-scale carbon removals. - Waste-to-energy is first and foremost waste handling, performing a crucial societal task by treating un-recyclable waste fractions, and not energy production as indicated in the questionnaire following this consultation. - Waste-to-energy should be classified as a hard-to-abate sector, just as cement, steel and chemicals, as the sector will be needed for the foreseeable future, even when all energy production has become renewable. This needs to be reflected in both EU CCUS and waste strategies, legislation, sustainable finance screening criteria and support schemes. - The EU, national and regional authorities should include requirements and/or incentives for choosing green solutions. Through tendering for carbon neutral products and services, and by using its massive purchasing power, there will be created a market for CO2 neutral steel, cement and waste handling services, leading to more investments in CCS technology. We we would also like to remind the European Commission about the EU CCUS Vision Paper that stated: "Going forward, the EU and national governments should strive to equip existing plants with CCUS technology, and all new waste-to-energy plants should be built with CCUS. The future role of CCUS in the waste sector should be properly integrated into the EUs overarching strategies for the circular economy, sector integration, climate finance and the carbon removals certification scheme".
