Response to European strategy on research and technology infrastructures

22 May 2025

Hardt BV welcomes a the inclusion of specific policy for the deverlopment of European technology infrastructures. Ideally with cohesion and complementarity to permit technology developments going to market and delivering commercial and industrial applications and all the fruits thereof. We observe a blind spot in the landscape of such infrastructures in the domain of hyperloop technologies. This is a technological field in which Europe has developed a leading position and where both political and policy momentum is becoming visible. At the same time we see research and technology initiatives are scattered and lack European cohesion and support (while the subject of hyperloop is international or European almost by definition). Although we see strong shared-infrastructures in the rail field most particular VUZ Velim in the Czech Republic we have to recognize these where build under soviet rule. It should be acknowledged that the greatest potential benefits of hyperloop are socio-economic in nature (in the order hundreds of billions of euros). Realizing these benefits requires strong public leadership to fund the developent of the necessary technology infrastructure and to ensure it is open and accessible for European industry. Without such support, hyperloop will likely not mature in Europe and we will become dependent on foreign technology. Through the Hyper4Rail project, an EU-Rail funded project, hyperloop is on its way to have a harmonized European system architecture. This would ensure that ultimately only one interoperable technology infrastructure is needed, maximizing efficiency of such investment. More generally, we urge the Commission to coordinate early harmonization of technology standards and infrastructure to enable swift development of important technologies and with broad industrial support and applicability. By extension we would welcome specific policy on technology infrastructures and would like to focus the attention of the Commission on the manifest need for such infrastructures in the field of hyperloop. This request has also been formulated by the Hyperloop Development Program Foundation (HDP) in a vision paper on behalf of all its members which we attach to this feedback.
