Response to Evaluation of the Fertilising Products Regulation

We introduce on the market several fertilizing products, as PFC 1, PFC6 and PFC 7, despite the lack of components in CMC 7 and 10. Its very disappointing that this regulation was cited as the priority of the circular economy package and 6 years after its publication, were still waiting the update to include the Animal By-Products and enlarge the list of microrganisms. Despite these two major lacks on the regulation, we would like to share some more technical comments to improve the current regulation and facilitate its application (attached document). As conclusion, we need a stronger FPR for a sustainable future. The FPR has already delivered significant benefits, but its full potential can only be realized through targeted improvements. By fostering circular and sustainable fertilizing products and eliminating interpretative ambiguities, the EU can create a more innovative, competitive, and environmentally responsible fertilizer market.

Response to Evaluation of the Regulation 2019/515 on the Mutual Recognition of Goods

Hello Nature is a leading company in the organic based fertilizing product industry. For 50 years, we manufacture in our own plants in Italy and supply innovative solutions for farmers in more than 15 European countries. Our product portfolio is composed of organic fertilizers, vegetal and microbial biostimulants. All these products are legally registered in Italy. Some are also compliant with national regulations (France, Spain, Belgium) and placed on these markets accordingly. The entry into force of the Regulation (EU) n°2019/515 was considered as a chance to reduce administrative burden for our teams and as the application of the principle of the Europe: free-movement of non-harmonised products. Nevertheless, the application by the Member states is not harmonised and thank you the Commission to give us the change to share our point of view on this subject in the attached document.

Response to Processed manure as component material in EU fertilising products

Hello Nature, a leading company which processes manures for more than 50 years thanks the Commission for this delegated regulation proposal which should enable to introduce processed manures in the EU fertilizing products regulation. In the context of climatic change, geopolitical instability in some areas and increase of fertilizers prices, this delegated regulation should encourage the use of recycled nutrients from manures. For that, it is important to adopt proportionate safety criteria and to consider the benefits of the agronomic effects of this kind of products linked to their mode of production. That is why we would draw up the attention of the Commission on some criteria which seem not be aligned with these principles and that are detailed in the attached paper.

Response to Statistics on Agricultural Input and Output

Regarding the sector of Fertilizing Products, the proposed split between organic fertilizers and inorganic fertilizers is not relevant. In fact, a new EU regulation defines the fertilizing products (EU 2019/1009). So I recommend to integrate at least the following products : Organic fertilizers, Organo-mineral fertilizers, Inorganic fertilizers, Plant biostimulants, Organic soil Improvers, liming materials and Growing media. Some of these products come from the Circular Economy and are relevant for the Green deal and the Farm to Fork Strategy. With these statistics, we can monitor the progress of them, which is an indicator of the decrease of waste quantity and the dependency from import of fertilizers .
