Response to Soil Health Law – protecting, sustainably managing and restoring EU soils

Hesus was founded in 2008. It assists European demolition/construction companies to optimize the management of their C&D waste, in particular excavated soils. The company currently runs its operations in France, Belgium, Germany, Poland, Sweden, Switzerland as well as the United Kingdom. Hesus strongly supports the Commission’s policy option to introduce a passport for excavated soil in the new legislative proposal on soil health. Indeed, a passport for excavated soils is necessary to promote their circular, safe and sustainable use in the EU. Such passport should encompass : - Soil diagnosis to determine the chemical characteristics of soils and their origins. - Soil tracing to monitor the significant flows of excavated soils - Digital aspect to facilitate and enhance the monitoring Hesus also calls on the Commission to revise the Waste Framework Directive to set a binding material recovery target for excavated soils within the objectives related to C&D waste. Response to New EU Soil Strategy - healthy soil for a healthy life

Hesus warmly welcomes the Commission’s statement to update the 2006 EU Soil Thematic Strategy. As highlighted by the European Environment Agency, the absence of comprehensive EU rules ensuring the protection of soils makes it difficult to achieve concrete progress . While the Commission’s Roadmap identifies many key drivers of soil degradation (erosion, forest management, pollution, etc.), it is silent on the prominent role played by construction activities in this development. Hesus believes the EU must step up its regulatory efforts in the construction industry to promote sustainable soil managements and practices. The way the sector uses land resources must move towards sustainable and circular solutions. Building on this, Hesus would like to highlight three proposals that can highly contribute to the preservation and sustainable use of soils in the European construction sector : 1. Defining an EU 45 % material recovery targets for excavated soils 2. Improving soil diagnosis and tracing 3. Using data and digital tools to include soil in the circular economy Please find attached Hesus' contribution explaining in detail these proposals.
