The text of the ad hoc expert group does discuss a lot of the potential but almost no risks and barriers in relation to micro-credentials. For exaple it does not sufficiently take into account the fact that higher education can only be broken down into micro-components to a limited extent. The overall qualification is more than just the sum of individual verifications. For a more detailed discussion of risks and barriers see the attached HRK’s recommendations.
