Response to EU Solar Energy Communication

Holaluz is a Spanish electricity supplier and residential self-consumption company. Holaluz would like to share their feedback to boost the implementation of solar rooftop technology for achieving the urgent objectives of decarbonization and energy independence set by the EU. Holaluz proposes a set of initiatives that answers to local issues hindering solar rooftop in Spain, but can be easily extrapolated to the EU countries. 1. Promotion of local value chain creation for rooftop solar Problem: Holaluz believes that it is essential to take advantage of local resources promoting a solid industry that has a positive impact on the planet, people and the economy. Manufacturer companies from the sector complain about the difficulties in competing against low cost technology from out of Europe. Also, installation companies promoting small and midsize projects have low margins competing against macro installations. To this end, Holaluz has been a pioneer in leading the proposal for the creation of a 100% Made in Spain solar kit and services in consortium with 60 other Spanish companies. Proposals: (1) promotion of private-public collaboration to promote country or EU based renewable kits, (2) access to finance mechanisms such as Next Generation under specific calls, (3) creation of criteria or taxonomy for local value projects that can drive sustainable and local investment, and (4) fiscal benefits for local based projects. 2. Standardization of the limit for collective self-consumption between generation site and consumers Problem: community solar or shared self-consumption allows individual consumers to participate in renewable energy projects, and to make savings on their electricity bill. The possibility of sharing self-consumption surpluses is key in the development of Energy Communities. In Spain the distance limit between the generation site and the consumer is 500m and this has been found insufficient to cover many small towns and industrial communities with low building density. Portugal and France have set a limit of 2 kms for low tension and limits up to 20 kms for medium to high tension. Proposal: setting a common standard of the limit for collective self-consumption between generation site and consumers, even more ambitious than the proposals from Portugal and France. 3. Simplification and standardization of administrative procedures from public entities to legalize the rooftop solar installation. Problem: in Spain before starting up a solar self-consumption installation, a series of procedures must be carried out with different administrative authorities (both council level and region level), which lengthens installation times by between 3 and 12 months. Proposal: definition of standard of procedures for the legalization of rooftop solar installations at a national level to ensure all regions have the same level of access. When possible, the creation of a fast track procedure that no need to apply to the council for planning permission unless the building is listed or located in a conservation area. 4.Simplification and standardization of administrative procedures from distribution companies to get technical permits for the rooftop solar installation Problem: in Spain, the technical permits related to rooftop solar installation (access and connection procedures, registration of the generation meter, agreement for simplified compensation, technical access contract) are extremely manual and differ from one distributor to another. Proposal: definition of standard of procedures for the distribution companies to provide technical permits. Also, regular monitoring by the regulation agency to make sure that time frames and quality standards are being met. Thank you for taking the time to review this feedback.
