Response to Carbon capture utilisation and storage deployment

Horisont Energi welcomes and supports the European Commission initiative to create an industrial carbon management market by 2030. Recognizing the need for carbon removals at the global scale to reach the Paris Agreement, developing supporting framework, de-risking investments, target setting for negative emissions etc. must accelerate. Permanent negative emissions are needed for the EU to reach the goal of climate neutrality by 2050. This is because there will be emissions of greenhouse gases that are difficult, impossible and/or very expensive to mitigate. To reach net zero emissions these remaining emissions need to be compensated with permanent negative emissions. A robust and accepted framework for climate reporting, target claiming and accounting of permanent negative emissions needs to be developed. This is to achieve the fastest and most cost-effective development of bio energy with carbon capture and storage (BECCS) projects. The ultimate goal is for the European Commission is to propose an EU-level regulatory framework for negative emissions and the establish a registry for them. Permanent negative emissions should be reported in a separate sector in the EUs regulatory framework. The sector should have its own target trajectory that is at least doubled twice in comparison of the ambition of 5 Mton p.a. by 2030 proposed by the EU Commission. The regulatory environment for CO2 transport and storage infrastructure is not coordinated or planned at EU level. All this threatens creating a fragmented market with national regulations entrenching suboptimal investments and solutions, preventing a single market to emerge. First focus should be ensuring viable CCS value chains. Since the first storage projects will arise in Northern Europe, the infrastructure should provide sufficient connection therefore from large emitters side and carbon capture clusters. There could be similar initiatives to Hydrogen Valleys created where the emitters would be connected to the CO2 transport infrastructure and CO2 would be easier transported towards the storage. That would stimulate the cooperation among the different stakeholders of the CO2 value chain.

Horisont Energi welcomes the European Commissions proposal for carbon removal certification. As confirmed by the IPCC, carbon emissions reduction alone will not be sufficient to limit global temperature increase to 1,5°C. Thus carbon removals will play an indispensable part to reach global climate goals. The EU Commissions CRCF proposal provides a framework allowing permanent carbon removal technologies to reach economic feasibility, while being monitored by a robust government system. Technologies of carbon dioxide removals are already well advanced, but in order to unlock the commercial development of those technologies the certification of carbon removals is the crucial first step. Action is needed swiftly and in a robust manner To scale up the deployment of carbon removal technologies and to meet the climate goals, investments are needed already today. The proposal is the important first step towards establishing a certification for carbon removals. Horisont Energi acknowledges that putting up a certification system is both difficult and complex. Nevertheless, it is important that the process embraces the current momentum of carbon removals. The expert group should therefore be granted all means to advance swiftly, but nevertheless in a robust manner. Ideally the certification framework would be in operation by 2025 with some planning conditions announced beforehand. This timeframe is important to give investors security and foresight to scale up carbon removal activities until 2030, with first potential carbon removal project up and running in 2026. Especially projects with longer lead time and big investments, such as BECCS and DACCS, need to have the certificate framework in place swiftly.
