Response to Circular Economy Act

IKEM urges the European Commission to ensure that the Circular Economy Act becomes a strategic Single Market framework for circularity that strengthens Europes industrial competitiveness, innovation capacity, and climate ambitions. A predictable, market driven, and innovation-friendly framework will be decisive for transforming Europes linear economy into a truly circular one, securing sustainable feedstock, technologies that render circularity and jobs of the future. IKEM and our member companies remain committed to collaborating with EU institutions and stakeholders to realize the full potential of circular economy and to contribute to the development of the upcoming Circular Economy Act. Response to Towards a Circular, Regenerative and Competitive Bioeconomy

IKEM Innovation and Chemical Industries in Sweden welcomes the European Commissions initiative to revise the EU Bioeconomy Strategy. We fully support the ambition to build a circular, regenerative and competitive bioeconomy that strengthens the EUs Industry while contributing to climate neutrality, consider biodiversity, and sustainable growth. Sweden is uniquely positioned to support this transition. With our access to sustainable raw materials, strong research and innovation capacity, and advanced chemical and process industries, Swedish industry is ready to scale the next generation of bio-based solutions. However, unlocking the full potential of the bioeconomy will require a clear and enabling EU policy framework. Our attached submission highlights key areas where EU policy can strengthen the bioeconomy through enabling frameworks, harmonised regulation, investment in innovation, and the promotion of sustainable and competitive value chains. Response to Revision of EU legislation on hazard classification, labelling and packaging of chemicals

IKEM (Innovations- och Kemiindustrierna i Sverige) tackar för möjligheten att komma med synpunkter på EU Kommissionens förslag till ändringar i förordning (EG) 1272/2008 om klassificering, märkning och förpackning av ämnen och blandningar (CLP). En revidering av CLP-lagstiftningen är en revidering av en av de mest omfattande och djupgående kemikalielagstiftningarna i världen. IKEM förespråkar en målinriktad och definierad revidering för att på ett så effektivt sätt som möjligt nå de mål som kommissionen har satt upp, och som IKEM står bakom, under kemikaliestrategin. Utifrån de utgångspunkterna har vi följande synpunkter på kommissionens förslag som utvecklas i bifogat dokument. IKEM Innovations- och Kemiindustrierna i Sverige representerar 1 200 svenska och utlandsägda företag med 70 000 anställda. Vi är en bransch- och arbetsgivarorganisation för företag som jobbar med kemi i en bred bemärkelse, både som tillverkare, distributörer och användare. Våra medlemmar är kemikalie- och plasttillverkare, läkemedelsproducenter, oljeraffinaderier samt biokemiföretag.

IKEM – INNOVATION- AND CHEMICAL INDUSTRIES IN SWEDEN - VIEWS ON THE COMMISSION DRAFT DELEGATED ACTS ON THE FIRST TWO ENVIRONMENTAL OBJECTIVES OF EU TAXONOMY REGULATION – CLIMATE MITIGATION AND ADAPTATION INTRODUCTION The IKEM member-companies activities encompasses chemicals, refineries, plastics, metals and minerals and production are already subject to challenging set standards, in particular on environment, energy efficiency and climate emissions. The products produced by the companies are indispensable for users in almost all value chains and enables transition and sustainability in all sectors of the society. The companies are exposed to global competition and will continue to be energy- and capital-intensive. The Green deal aims to make Europe climate neutral by 2050 creating a sustainable and globally competitive and thriving industry. The Taxonomy is to facilitate the funding of this transition. The Taxonomy should be inclusive rather than exclusive in order to be an efficient support for the challenging industrial transition. Therefore, it must be compatible with the following: • Align to the climate neutrality target 2050 • Align to existing legislation • Adapt to a non-linear transition and the actual lead times for innovation and implementation of new technology • Take into consideration the availability of necessary prerequisites for transition, such as availability and competitive cost of electricity and raw material • Include important steps on the way • Be technology neutral CALL FOR A THOROUGH REVIEW OF THE MITIGATION AND ADAPTATION ANNEXES IKEM calls for a thorough review of the Mitigation and Adaptation annexes to ensure alignment with existing pieces of related legislation and initiatives. Through various forums, industry is ready to positively contribute to ensure there are no clear misalignments inhibiting a well-functioning Taxonomy. Industry is set to achieve a climate neutral production 2050. The Taxonomy criteria must align to this transition. Anything else must be considered a misrepresentation of industry and its work on sustainability and will hinder or delay the overarching goal of transition. Many major innovative development projects with documented sustainability would be jeopardized without improvements to the draft proposal as described in the attached document.
