Response to Carbon Removal Certification

Indigo welcomes the European Commission`s legislative proposal for a regulatory framework for the certification of high integrity carbon removals. We believe that certified carbon removals can make a meaningful contribution to climate change mitigation and enable agriculture to be part of the climate solution, but certification must be backed by science, high-quality standards, and rigorous methodologies. The move to establish an EU regulatory framework for carbon removals is therefore a good step forward, but there is detailed technical work yet to be done to realize its full potential. We strongly believe that it is possible to scale carbon removal solutions in agriculture enabling it to not only play its part in tackling the climate crisis but also establishing a durable new revenue stream for farmers and making both their land and EU food systems more resilient in the face of a changing climate. With the attached file, we would like to share our feedback on the main points of the proposal that we believe are relevant to establishing a robust EU Certification System and scaling up high quality carbon removals.

Response to Restoring sustainable carbon cycles

Carbon farming can play an important role in reducing emissions from the land use sector and removing carbon dioxide from the atmosphere. This can make a substantive contribution to the achievement of the 2030 emission reduction goal and climate neutrality by the middle part of the century. Although carbon farming can include many different options, the focus here is on the application of regenerative farm practices on mineral soils because this is immediately accessible, affordable and scaleable. It also has the potential to make a significant contribution to the achievement of the climate goals (although it is not a panacea) as well as supporting the development of an even more beneficial and sustainable agriculture system in Europe and globally. By documenting practice changes and measuring and modelling their impact, farmers who participate in registered carbon farming programs on mineral soils can generate and sell carbon credits thereby creating a new revenue stream and helping to make agriculture part of the climate change solution. Indigo Agriculture’s carbon program is the first of its kind in Europe to use a new Verified Carbon Standard (VCS) methodology released by Verra. The methodology is unique in quantifying both reductions in the main on farm greenhouse gas emissions and increases in soil organic carbon storage resulting from the use of regenerative farm practices. Following the VCS methodology ensures the integrity of any carbon credit generated through the adoption of these practices, particularly with respect to realness, additionally, avoidance of double counting, and permanence. These high quality, robust credits are used to reward growers for the adoption of carbon farming friendly practices. This is already attracting companies like Barclays, JP Morgan, Maple Leaf Foods and Ralph Lauren Corporation who have committed to purchase the first verified agriculture carbon credits. The program is already operating at scale in the United States and is being piloted in Germany to ensure we understand how best to adapt the program to European conditions. In addition, we have also launched a feasibility study in Ukraine with the International Finance Corporation (part of the World Bank Group). We believe that to make carbon farming a success in Europe, the following needs to be true: - the emerging regulatory framework for certifying carbon removals should be informed by and build on the robust methodologies being developed and applied by, for example, Verra and Climate Action Reserve; - high quality carbon credits, which meet the standards concerning additionally, avoidance of double counting, realness and permanence, should be linked to and/ or traceable within EU regulated compliance markets. This will create the right price incentive for growers to adopt the relevant practices; - growers should be supported (by both public as well as private sector actors) to make the transition to regenerative or carbon farming friendly practices. This includes financial assistance as well as knowledge transfer and best practice sharing within the framework of the CAP; - with respect to soil mapping in particular, there are 'white spots' on the LUCAS map which need to be filled and made available publicly as a recognized/official starting point for SOC stocks. This would help to ensure a high quality baseline as well as monitoring progress in the long term. In developing the policy approaches, at both EU and Member State level, it will also be important to ensure that the space is created for both public and private sector actors to develop schemes and projects that reward participants at scale, without crowding each other out.
