Infosys is a global systems integrator, providing IT services to 1800 customers with worldwide revenue of USD 19 billion. Infosys has over 40-year experience of doing business with around 22,000 employees based in the EU, out of 350,000 global hi-tech workforce. As a major investor and deployer of AI in business and public sector settings, Infosys enjoys extensive experience in AI, with deployments across 200 customers. Infosys is supportive of the European Commissions ambition to achieve greater coherence across its multiple horizontal and sector specific rules, with the aim of reaching regulatory goals at lower cost for businesses. Not only will this provide the protections necessary to safeguard the interests of citizens, but it will also encourage further investment and use of the technology by responsible actors. This document constitutes the view of Infosys in the context of its role as a global systems integrator committed to taking an ethical approach to AI deployment. A great part of the innovation promised by the development of AI technologies will be found in the actual uptake of AI-systems in practice. This deployment is made possible by systems integrators such as Infosys. We are crucial to scaling the adoption of technology within businesses and are best placed to plumb different aspects of technology together to yield the outcomes many are expecting AI to deliver. It is important to note that our services work alongside and with AI developers but are distinct in both implementation and regulation. Hence, there is a need for clear delineation of responsibilities to ensure safety and that each player in the AI system lifecycle is held accountable but not incumbered by requirements that should not apply to their specific role. We take the view that our responsibilities must be met, but we cannot do so without relying upon the compliance and certification of AI upstream providers, over which we have limited control and transparency. In this respect, we must rely upon their assurances on the native properties of the models that we integrate, both into our applications and customer environments. Clarifying the roles of integrators/ service providers is therefore key to enabling smooth compliance processes. Furthermore, there are considerable opportunities available to the Commission to reduce the administrative burden on businesses particularly SMEs through the consolidation of information gathering, processing and reporting methodologies currently applied across the regulations within scope of the Digital Omnibus. For example, AI model risk assessment, detailed technical documentations, privacy specific reporting obligations and various other requirements contain overlapping information delivered through various disparate formats across the EU and member states. Therefore, our proposals focus on the simplification and alignment of methodologies that reduces compliance costs and cuts processing time, while improving auditability and accountability. This proposed approach builds upon the once-only principle enshrined into EU policy making and is actionable step within the discretion of the Commission that can have an immediate effect on improving the blocs competitiveness, while enhancing transparency and reducing the burden on the EU and member state regulators. Additionally, a global player such as Infosys, which is committed to working constructively with European businesses and customers across the region, faces fragmentation across the EU Member States when it comes to application of existing legislation and enforcement. In the annex we propose several practical solutions to address some of the compliance issues faced by systems integrators.
