Response to EU Start-up and Scale-up Strategy

INPACT! Scientists-Innovators Europe workgroup identified critical challenges that hinder the effective translation of academic research into socio-economic benefits across Europe. We categorize these challenges as enablers, barriers, and motivational factors. We highlight 23 isolated good practices that could be more widely generalized across Europe. Additionally, we provide 48 actionable recommendations aimed at reforming Europe's innovation ecosystem to empower researchers as innovators, targeting decision-makers at academic institutions, technology transfer offices, the European Research Council (ERC), the European Innovation Council (EIC), and EU policymakers. Successful implementation of our recommendations could significantly boost the impact of scientific research, accelerate the development of innovative solutions, and contribute to Europe's socio-economic growth and global competitiveness. The INPACT! Scientists-Innovators Europe workgroup was established in late 2023 to promote and accelerate the transformation of European academic research into societal and economic value. The consortium consists of over 120 scientists from across the European Research Area, including both experienced and emerging innovators, many of whom are current or former grantees of Proof of Concept (PoC) awards from the European Research Council (ERC). The INPACT! Workgroup is available to collaborate in the co-construction of the EU Start-up and Scale-up Strategy.
