Response to Revision of EU rules on Gas

Interconnector Limited supports the EC’s proposals to decarbonise the EU gas market by facilitating the uptake of renewable and low carbon gases, including hydrogen. We also welcome the continued commitment to ensuring energy security for all EU citizens. The functioning of the internal market through effective market arrangements and facilitation of cross border trade are critical to meeting these goals. Effective cooperation between EU member states and third countries will also be vital. As outlined in our attached letter, it is important that the Regulation allows market rules to be adapted to accommodate interconnectors, which will enable rules designed for meshed transmission networks to be applied appropriately to these type of assets. Furthermore, Interconnector understands the desire to account for and incentivise renewable and low carbon gases in the drive to decarbonisation. We believe the best way to encourage more renewable and low carbon gases onto the network would be via appropriate incentives at the level of production or consumption. We caution against mandating a 100% discount for renewables and low carbon gases at interconnection points. It is our view that introducing discounts on the transportation segment of the value chain will create distortions and complexity. We therefore support keeping the principle of cost reflective pricing at interconnection points, combined with other targeted support mechanisms to promote the production or consumption of renewable or low carbon gases.

Response to Revision of EU rules on Gas

Interconnector Limited supports the EC’s proposals to decarbonise the EU gas market by facilitating the uptake of renewable and low carbon gases, including hydrogen. We also welcome the continued commitment to ensure there is energy security for all EU citizens. The effective functioning of the internal market through effective market arrangements which facilitate cross border trade is critical to meeting these goals. With respect to certification of renewable and low carbon gases: It is vital that any certification system does not create barriers to the efficient functioning of cross border trade. This is not just within the internal market, but also any entry into the internal market from third countries. There needs to be international cooperation and mutual recognition of certificates to ensure global energy supplies see the EU market as an attractive destination to the benefit of EU consumers. Closer to home there is also the need to protect Ireland’s place in the internal market and help it achieve decarbonisation goals through compatible and effective cross border certifications arrangements with the UK. This can ensure renewable and low carbon gases can flow from continental Europe via the UK into Ireland and vice versa. As outlined in our supporting letter, we would therefore recommend some amendments to Article 8 “Certification of renewable and low carbon fuels” to avoid barriers to entry and commit Member States and the EC to cooperate with third countries. We look forward to seeing the final proposals.
