Response to A Culture Compass for Europe

FIAD - The International Federation of Film Distributors and Publishers Associations - strongly urges the European Commission to revise its current approach and fully integrate the film-audiovisual sector into the forthcoming Culture Compass. Despite the sectors vital cultural, social and economic contributions, the film-audiovisual sector is absent from the initial framing of this initiative. This omission must be addressed. The film-audiovisual sector is one of Europes most dynamic creative industries, shaping collective identities, sustaining cultural diversity, and driving cross-border dialogue. It is also a key pillar of Europes cultural economy, employing millions and delivering tangible benefits through investment, innovation, and audience engagement. If the Culture Compass is to truly reflect the values outlined in the Commissions own call - visibility, coherence, competitiveness, access and inclusion - then the film-audiovisual sector must be a central component of its vision and implementation. Ignoring this would undermine the EUs ambition for a strategic, future-oriented cultural policy.

Response to Assessment of the effects of the Recommendation on combating online piracy of sports and other live events

FIAD welcomes the opportunity to contribute to the Commissions assessment of the 2023 Recommendation on combating online piracy of sports and other live events. While supporting the Recommendations objectives, FIAD urges the Commission to also acknowledge the broader threat piracy poses to the entire film and audiovisual sector, particularly theatrical film distribution. Piracy continues to undermine legitimate value chains, depriving distributors of revenues, harming reinvestment in new content, and weakening the cultural and economic sustainability of Europes film ecosystem. We therefore attach our Piracy Position Paper, which outlines key threats and recommendations specific to the film distribution sector across Europe.

Response to Evaluation of the Geo-blocking Regulation

On behalf of Storytelling Media AS, a film distribution company in Norway that on average releases 9 films a year, it is essential that the film and audiovisual sector continue to remain exempt from the Geo-blocking Regulation. The ability and freedom to deploy geo-blocking which enables rightsholders to license rights on a territory-by-territory basis remains essential for businesses - including SMEs - across Europe to secure funding for content development, organising the optimal marketing, distribution and exploitation (theatrical, physical carriers, broadcasting and online) of all types of film and audiovisual content. Our industry is unique in that significant upfront investment is required before any of the expenditure can be recouped. Licensing on a territory-by-territory basis - adapting to national and regional market realities- offers the optimum chance for these investments to be matched by earnings and for financing to be invested in future content. Theatrical distribution - with a 2024 Gross Box Office of EUR 6.6 billion in Europe - is a vital component of our cultural and creative economy. We support the European Commission's drive to strengthen European competitiveness and our sector is an integral element of the equation. Including the film and audiovisual sector in the Geo-blocking Regulation will clash with the European Commission's ambition to promote European businesses and ease the burden of red tape.
