Response to Circular Economy Act

The International Manganese Institute (IMnI), representing the global manganese industry, welcomes the European Commissions initiative to advance the circular economy and reduce dependence on imported raw materials through the forthcoming Circular Economy Act, expected to be adopted in 2026. Manganese slags, generated as by-products of ferroalloy production for steelmaking, are currently inconsistently categorised across the European Union (EU). While some Member States treat them as waste, others recognise them as by-products. This inconsistency restricts their use as secondary raw materials in construction and industrial applications. IMnI calls on the European Commission to establish a harmonised EU-level classification of manganese slags, reflecting their REACH-registered status, environmentally inert nature, and proven circular value. Such harmonisation would enable their safe and efficient reuse, improve regulatory clarity, and support the objectives of the Circular Economy Act. Please refer to the enclosed IMnI feedback document, which elaborates on these points and sets out a series of recommendations that IMnI considers essential for consideration in the forthcoming Circular Economy Act.
