Response to Evaluation of the European Union Agency for Asylum

Over the last years, EUAA has set-up a strong methodology and delivery team when it comes to Medical Country of Origin Information (MedCOI) which we have been honored to be part of as provider. The MedCOI portal does provide Member States first-hand information on availability and accessibility of care which is paramount to comply with existing related court rulings (refer Paposhvili case). It remains today a challenge for most Member States to source this Medical Country of Origin Information on their own through their national MedCOI department and/or through the channel of their embassies network which can potentially lead to inconsistencies by lack of established processes and methodology. As all Member States cope increasingly with instruction of asylum requests coming from same countries of origin, MedCOI provided through EUAA does provide convergence and synergies across Member States in sourcing this important information, which is not always so easy to obtain given the complexity of the different healthcare systems in countries of origin. From our humble perspective, we can only recommend a strong confirmation of EUAA official mandate in providing this MedCOI service to Member States and reinforce accordingly the resources allocated for this purpose. This reinforcement of MedCOI would also be aligned with the proposal by the European Commission for a regulation currently under review by the European Parliament establishing a common system for the return of third-country nationals staying illegally in the Union; this regulation which intends to improve the effectiveness of return process will likely lead to an increased need of MedCOI to ensure the compliance and fairness of these returns.
