Response to Multiannual Financial Framework: Proposal for the Neighbourhood, Development and International Cooperation Instrument

Trade unions welcome the proposal for a new instrument with strong references to the application of a rights-based approach, fundamental freedoms, and the 2030 Agenda at its core. We are however concerned with the imbalance between the geographic component (more than 75% of the budget) and the thematic component (less than 8% of the budget) and the low allocation assigned to the CSO Programme (slightly more than 1.5%). We believe that for greater coherence and coordination of the work of CSOs and social partners between regions and countries, through their respective umbrella organisations, the budget for the thematic component should be considerably increased and a much greater allocation for the CSO Programme is necessary. We are glad to see references to decent work, the improvement of labour standards and working conditions and social protection included in different parts of the geographic and thematic priorities. To complement these, the EU should promote good democratic governance by enhancing social dialogue, and trade union participation in the different components of the Instrument. Trade unions should be considered as strategic partners, to be involved at every stage of policy-making and programing, including the stage of implementation and monitoring of policies, programmes and agreements. Capacity building of the social partners to engage in meaningful social dialogue should also be contemplated, especially in light of the External Investment Plan. We welcome the mainstreaming of climate action and the establishment of a contribution of 25% of the overall financial envelope to climate objectives. We do however think that issues such as the creation of green jobs and the promotion of a just transition to a low-carbon economy need to be reflected in the geographic and thematic priorities. The social partners, through social dialogue, have a crucial role to play in promoting industrial transformation and a just transition. Migration has been mainstreamed throughout the different components of the Instrument, but the angle through which this is looked at raises concerns. The approach, which is put forward seems to put a stronger emphasis on avoiding the entry of irregular migrants to Europe, than on creating the conditions for poverty eradication, sustainable development and peace building in the countries of origin. In the past, this has proved correlated with serious violations of the rights of migrants. With respect to the European Fund for Sustainable Development Plus (EFSD+) and the External Action Guarantee, we have noticed that there is no clear indication of the allocated budget. In addition, we would also like to show our concern on the approach behind this Fund. We believe that crowding-in additional resources from the private sector presents high risks. The impact of the use of guarantees has not yet been adequately assessed and the development impact and added value of other forms of blended finance are highly questioned. We believe that the EFSD+ should consider increased transparency and accountability of the private sector. Including mandatory disclosure of information related to environment, social and corporate governance criteria and the compliance with international labour standards, as well as clear references to the application of internationally recognised guidelines and principles on business and human rights. Clear references should be made to the creation of decent working opportunities within the External Action Guarantee Agreements. Trade unions, through social dialogue, have an important role to play to guarantee that the jobs created are decent and respect labour rights, and should therefore be consulted and take part in the strategic board of the EFSD+. In addition, we believe that the list of key performance indicators under Annex VII of the Regulation should also include an indicator on the number or decent jobs created.
