Response to The EU Cybersecurity Act

To ensure safe digitalisation at all levels, we, the undersigned members of the Inter-Parliamentary Alliance on China call for the introduction of observer status in the European Union Agency for Cybersecurity (ENISA) for Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. The rapid modernisation of digital infrastructure across the Western Balkans has created an opportunity for foreign actors to attack the privacy of all of our citizens. It is well documented that Chinese technology companies have brought unprecedented risks to the data security and privacy of all of our citizens. Chinese companies are under a legal obligation to share the sensitive data of our constituents upon request of the Chinese state and the presence of security vulnerabilities in Chinese technology has dramatically increased our exposure to cyber crime. Gaining observer status in ENISA would help our nations limit the presence of potentially harmful surveillance technology in public places, protect the security of strategic infrastructure and cohere the currently fragmented regional approaches that countries in the Western Balkans take when dealing with cyber threats. A change in status would mark a tangible step forward in the accession into the EU security infrastructure for the Western Balkans and would formalize our participation in EU cybersecurity certification, knowledge sharing and incident coordination mechanisms.
