Response to Guidance to Member States and market actors to unlock private investments in energy efficiency (EED recast)

Dear sir, mrs, Thank you for this invitation to provide feedback and recommendations regarding barriers and drivers to access and activate private financing for energy efficiency. Based upon our experience with activating private (third party) financing for performance based deep retrofit investments in privately owned single family homes, we would predominantly like to raise the issue of regulatory bottlenecks and initial public guarantees. From different points of view Energy Performance Contracts for deep retrofits are an excellent way to align the interests of all stakeholders regarding energy efficiency investments. The development of this kind of instrument has been stimulated since many years in both Energy Efficiency Directive and Energy Performance of Buildings Directive. The most recent recommendations on the implementation of article 30 of the Energy Efficiency Directive emphasizes the further development of home-based financing schemes, which is an important element of energy performance contracting for deep retrofit. However, without better clarity on the definition of energy performance contracting qualifying as a service delivered to the actual home owner at any time, implementation will not take off due to regulatory risks. We would highly recommend to address this issue in the upcoming Guidance. Solving this issue will not only be a driver for improved private financing but also unburden homeowners and incentivize a.o. further development of performance based integral deep retrofit propositions and circular use of materials. To facilitate the mobilisation of private finance towards the providers of Energy Performance Contracts, initially public guarantees will be needed. Scalable access to long term finance could be organised by establishing a high rated fund.
