Response to Evaluation of the Common Fisheries Policy

The attached submission is on behalf of of the Killybegs Fishermens Organisation, Irish Fish Processors and Exporters Association, Irish Fish Producers Organisation, Irish South and West Fish Producers Organisation and Irish South and East Fish Producers Organisation. It highlight some actions the Irish fishing industry would recommend in respect of the following issues: The impact of Brexit The social and economic sustainability of fisheries dependent coastal communities and the economic development of the sea-food sector. The disproportionate allocation of fishing opportunities, which no longer reflects the distribution of stocks and current fishing patterns. Changes in the decision-making process due to the TCA Agreement with the UK The energy crisis and other emergencies confronting the European seafood sector. Implementation of the landing obligation. Food security, Climate change, and Biodiversity loss. The drive for increased Marine Protected Area (MPA) coverage. Growth and intended scale of Offshore Renewable Energy (ORE) development. Lack of structural aid, in particular the measures necessary to assist the seafood sector address the issues of climate change and associated pressures on the marine environment as a resource and a workplace. Disproportionate Third country agreements.

Response to Sustainable fishing in the EU: state of play and orientations for 2025

The full submission from the Killybegs Fishermen's Organisation is attached. The main points are: The document is positive and highlights the improvement in the status of many stocks across sea basins, including the Northeast Atlantic. This indicates that overall fishing mortality has decreased reflecting the efforts made by the EU fishing industry in the last decade. There are still stocks that are overexploited, and efforts should continue to recover such stocks where possible. The general trend seems to be set quotas following the ICES advice when the advice is negative, but not the other way round when the advice is positive. No figure is ever provided for the TACs that are set below scientific advice, only the ones where the advice is above FMSY are highlighted, including the zero catch advice stocks. The impacts of climate change have now also been clearly seen, particularly in the Celtic Sea and this needs to be considered in setting fishing opportunities in the future as well as remedial measures and financial support that may be needed. The current mixed fisheries advice provided by ICES is based on approaches that are still under development and should not be used as a basis for setting fishing opportunities. What ICES provides in relation to mixed fisheries are scenarios for guidance but not advice that should be followed. The report indicates that while most national fleets are expected to be profitable in 2024, except fleets targeting overfished stocks and using energy-intensive fishing gear, assumed to mean towed gears. While operating costs and the state of the stocks fished have a bearing on profitability, this is an overly simplistic conclusion for all fleets. Whether a fleet is profitable or not is dependent on access to quota. The prediction that the EU fleet will be largely profitable in 2024 would appear overly optimistic. In projecting the outlook for 2024, the document fails to acknowledge the serious market conditions being faced. The conflicts in Ukraine and in the Middle East combined with the global price inflation issues have made markets for seafood volatile and challenging. Prices for fish have declined for many stocks, particularly shellfish and this has significantly reduced profitability across the seafood sector. The report indicates that the main issues with the landing obligation are around control. While there are undoubted challenges from a control perspective, the Commission does not acknowledge that there are multiple implementation issues around the landing obligation, relating to choke species, exemptions and the economics of landing all quota fish. These issues have been highlighted by industry and Member States consistently for the last number of years, yet the Commission seem to focus only on control issues. The introduction of REM is presented as the solution to the implementation of the landing obligation. It may help in some fisheries but should not be seen as a panacea.
