Response to Roadmap for artificial intelligence and digitalisation for energy (RAID-E)

KONČAR supports the upcoming Strategic Roadmap for Digitalisation and AI in the Energy Sector, which seeks to advance the EUs energy transition through the effective use of digital and AI technologies. As a stakeholder actively engaged in the digital transformation of the energy system, KONČAR welcomes this initiative and seeks to contribute to the discussion by highlighting several key aspects that are essential to ensure the successful and secure deployment of digital and AI-driven solutions across the EU energy landscape. Problem the initiative aims to tackle: Interoperable data platforms as enablers of full digitalization For the full digitalization of the energy sector, interoperable platforms are essential those that can connect data silos and overcome not only intra-organizational but also inter-institutional barriers. True integration of AI will not be possible without meaningful, standardized, and sharable data. One of the main systemic challenges remains the lack of harmonized frameworks that enable secure and efficient cross-sector data exchange across the EU. Increasing decentralization under RED III requirements Article 15 of the RED III Directive calls for the progressive decentralization of energy generation and consumption at the building level, which significantly increases data management requirements, particularly for distribution system operators (DSOs). As DSOs handle increasingly granular, real-time data from numerous distributed and heterogeneous assets, siloed data environments restrict visibility and coordination, while the expanding data volume simultaneously enlarges the potential cyber-attack surface. Fragmentation, untapped potential, and cybersecurity risks The building, transport, and industry sectors produce large amounts of operational data that remain unstructured and fragmented. Better data governance and standardization are crucial not only for enabling AI-driven flexibility assessment, energy-efficiency optimization, and demand-side management, but also for ensuring cybersecurity and resilience in increasingly digitalized and decentralized energy systems. B. What does the initiative aim to achieve and how: Enable interoperable, secure, and decentralized data ecosystems Support the creation of interoperable platforms that connect data silos and overcome intra-organizational and inter-institutional barriers, ensuring meaningful, standardized, and shareable data for AI integration across the EU energy sector. Address the fragmentation of consumption data by improving how it is structured and governed, enabling DSOs to better use AI for flexibility management, energy-efficiency optimization, and demand-side coordination, while ensuring cybersecurity and system resilience. Likely impacts: Enhance the integration of renewables and decentralized generation by improving the prediction of variable generation and demand. Strengthen real-time decision-making capabilities for system operators.
