Response to Commission Directive amending Annex III of the Nitrates Directive

FrieslandCampina welcomes the opportunity to give feedback to the EU consultation regarding RENURE. FrieslandCampina wishes to contribute to the challenges related to nutrient losses and nitrogen pollution in soil, air and water courses. The aim of the Nitrates Directive is to protect water quality by reducing and preventing nutrient pollution from agricultural activities. FrieslandCampina strongly agrees that dairy production and a healthy living environment should go hand in hand. The challenges ahead of us to reduce nitrogen pollution and reduce greenhouse gas emissions are high. FrieslandCampina has been aiming to reduce its impact on the environment by setting environmental targets for many years and is working with farmers in the cooperative to achieve these goals. However, while doing so we have encountered several legislative boundaries. One of these boundaries is the fact that the current Nitrates Directive restricts dairy farmers from improving fertilization. FrieslandCampina wants to confirm that if this amendment is implemented, we can more effectively encourage dairy farmers in our cooperative to get started with manure processing, improve the utilization of nutrients from manure, protect water quality and reduce greenhouse gas emissions from manure. But we also have 4 recommendations to improve the effectiveness of this proposal: 1. We recommend having only a cap on the amount of N from manure being produced, but not on the amount of manure or animal numbers. 2. We think that to maintain the proposal up to date with the best available techniques in the future, it is essential to create a procedure to add new manure processing methods to this amendment. 3. It should be clarified what is meant by equivalent measures 4. It should be clarified at the EU level what particular precautions concretely means.
