Response to European Partnership for transforming Europe’s rail system

We would like to present our project and collect support for it as it can become an example for Innovations, Sustainability, Decarbonisation and Economic Viability in the European Union.

Large Infrastructure Projects has developed the new Aegean - Baltic TEN-T Corridor. It will connect 2 new maritime ports - in Maroneia
(Greece) and 1 in Poland. Safety: the railway will be suitable to transport LNG & military equipment at a high
velocity; planned to be very safe.
This missing TEN-T Corridor is based on economic model designed for container transportation between
the two ports. We expect to increase the competitiveness of the EU by opening a new trading door with
Africa, Middle and Far East. The Baltic Region, DE, SW, UA will also benefit. Modern MULTIMODALITY is
envisaged. Freight transportation sector is suffering in South Eastern Europe. No reliable connections between the North Eastern and South Eastern Europe. As we said, the Aegean Baltic TEN-T Corridor is primarily based on container transportation that is going not only to cause a revival of economically weak Eastern Europe but also will give a push for the local economies by stimulation other parallel investments and opening new jobs.

1. If Western Europe can survive without the TEN-T Network, it is not the same for Eastern Europe. We are in
a very big existential NEED to have more inter-connectedness.
2. It is not fair for the people of Eastern Europe not to have a new Aegean Baltic TEN-T Corridor.
3. We have done the necessary calculations, and business case is there. Containers are there and we need
a new way to tackle the organisational strategy to bring this Corridor to life.
4. The first step is Signing a MOU between the European Commission, the six project states and first
private companies and banks (investment) interested in the project.
This will be the FIRST STAGE until all Permits and compulsory purchases are realised including the
Construction Permit (ONE!) for the entire railway line is obtained. Cost: 8% of the total project cost.
SECOND STAGE: the Concessionaire will be selected and he will ensure a fast construction is in place - like
the example with Vinci we gave above; The private investor/s, banks (loans) will make up for 51% of the
total project cost, and the remaining 41% will be EC, 6 project state grants, other EU countries states, others.
For the FIRST STAGE we need to form a European Management Body, which will be a special company
(SPV) responsible for the whole of the project.
IN THE SECOND STAGE, the EMB can decide to step out or to continue as part of the Concessionaire
Body or entirely to become the Concessionaire. There will be ONE single OPERATOR of the railway line - a
holding of operators in the 6 project states.
5. This will be the first Corridor which will be completely NEW. 100% new infrastructure.
BEING A COMPLETELY NEW INFRASTRUCTURE, the investors will be more inclined to join in and carry
out the project together. Innovations will be easier to implement and ecology will be professionally taken care
of.
6. This is the first time in the history of Europe a private initiative is making a Corridor.
