Many governments, brand owners and citizens within the EU trust in security holograms applied onto tax stamps, banknotes, documents and products. Security holograms may include overt, semi-covert and covert features as requested by the current draft of the COMMISSION IMPLEMENTING DECISION (EU) …/… of XXX on technical standards for security features applied to tobacco products. In addition holograms are reliable security elements with global acceptance. We therefore recommend to add security holograms to the chart “Types of Authentication Elements” as mentioned in ANNEX 1, ANNEX to the Commission Implementing Decision (EU) …/… on technical standards for security features applied onto tobacco products. According to the International Hologram Manufacturers Association (IHMA), overt security features of holograms could be • fully three dimensional images • kinetic geometric designs or patterns • multichannel images • short animation sequences semi-covert security features of holograms could be • microtext • laser viewable Features covert security features of holograms could be • optically encoded elements • taggants
