Response to Technical specifications related to the format, frequency and quality of data on alternative fuels infrastructure

As one of Europe`s largest charging networks Virta wishes to thank the The Commission for giving the industry a chance to comment the draft acts on AFIR and its data requirements. Virta`s comment regarding application of Regulation (EU) 2023/1804 are: Table A - Static data for publicly accessible recharging and refuelling infrastructure for alternative fuels. Comments on: (18) & (19): Required data not included in the OCPI protocol, therefore very challenging to provide. Comments on: (22) Ad hoc payment option other than payment terminals are not defined in the Locations module of the OCPI protocol. Comments on: (23) Payment providers are not defined in the Locations module of the OCPI protocol. Table B Further static data for publicly accessible recharging infrastructure. Comments on: "5:Recharging station maximum power and 6: recharging point maximum power:" - In the OCPI protocol, the max_electric_power is optional and only shared at the Connector level IF the maximum electric power is lower than the calculated value from voltage and amperage, which are the mandatory fields. Comments on: "7 Mobility service providers offering contract-based recharging": - In the OCPI protocol, there are no fields enabling to share this information. Also, because of the use of different dynamic platforms, it is not possible to keep track of which mobile service providers have access to the shared stations. In general Virta sees that data types outside OCPI data protocol should not be required to be delivered or should not be adhered into the regulation. These data types are valuable to the end users and clients and industry will come up with solutions to share these data types but these solutions must come from the industry`s existing data protocols/formats.
