Response to European Research Area (ERA) Act

Statement on Academic Freedom and Autonomy in the European HEI Sector In alignment with Section 13 of the ERA Act and the strategic objectives outlined in the EU Competitiveness Compass, we affirm that academic freedom and institutional autonomy are foundational pillars of a resilient, innovative, and globally competitive European Higher Education and Research (HEI) sector. Academic freedomrooted in the rights to education, freedom of expression, and the pursuit of scienceis not merely a privilege of scholars but a societal right that safeguards the integrity of knowledge production and dissemination. Institutional autonomy is the degree of self-governance necessary for effective decision-making in academic work, standards, and management. Together, these principles ensure that universities can act as independent engines of innovation, critical inquiry, and democratic engagement. The EU Competitiveness Agenda identifies closing the innovation gap and promoting skills as key enablers of Europe's economic renewal. To achieve this, Europe must invest in its HEI sector not only through infrastructure and funding but by protecting the intellectual independence that drives transformative research and education. Academic freedom and autonomy are not optionalthey are strategic imperatives. By embedding these values into the EUs investment and innovation frameworks, and by equipping institutions with tools like CoARAs ACA reforms, Europe can unlock the full potential of its HEI sector as a cornerstone of competitiveness, sustainability, and democratic resilience.
