Response to Carbon border adjustment mechanism (CBAM) methodology for the definitive period

Dear Sirs, Please see attached the joint position by Lithuanian Confederation of Industrialists, Lithuanian Business Confederation and Association Investor's Forum. Heres a short summary of the Lithuanian industry associations position on CBAM : Support in principle: They welcome CBAM as a tool to prevent carbon leakage and support EU climate goals. Caution on expansion: Oppose rapid or overly broad extension of CBAM. Any expansion should be gradual, evidence-based, and done via the full legislative process, not just by Commission acts. Free allowances: Stress the need to keep free ETS allowances (and indirect cost compensation) as a key safeguard for competitiveness, especially until third countries adopt similar climate measures. Competitiveness risk: Warn that without these protections, EU/Lithuanian exporters will face higher costs than global competitors, leading to carbon leakage, relocation of production, or job losses. Sector-specific impact: Call for detailed impact assessments for each value chain and sector before changes. Support for decarbonisation: Ask for flexible, well-funded EU financial support measures in the next budget to help industry cut CO, reduce costs, and remain competitive. Avoid loopholes: Highlight risks of CBAM circumvention (e.g. product reclassification, minimal modifications) and ask for proportionate but effective anti-avoidance measures. In brief: Lithuanian associations are pro-CBAM in principle, but want it implemented slowly, carefully, with continued free allowances, strong anti-leakage safeguards, and more EU support for industrial decarbonisation.
