Response to Revision of EU legislation on hazard classification, labelling and packaging of chemicals

The LOCCITANE Group shares and supports the Commissions aims of ensuring consumer safety and environmental protection. However, the LOCCITANE Group believes that an integrated approach to scientific rigor, environmental protection and consumer and producer safety necessitates proportionate, appropriate, and specific regulatory measures depending on the substances for example essential oils. For that reason, the LOCCITANE Group wishes to alert the Commission to the risks and uncertainties introduced by the current proposed revision of the CLP Regulation, and the 5 following points in particular: 1. Considering essential oils as substances rather than mixtures 2. Confusion between the new definition of multi-constituent substance introduced by CLP and the definition in the ECHA Guidance. 3. Need to classify Natural Complex Substances according to data on the substance and not on the constituents 4. Negative economic impact 5. Concept of right dose and consumer safety The proposed revisions have a major impact on one particular category of ingredients, essential oils (EOs), which are a key component of natural cosmetic products.
