Response to Update of the 2012 Bioeconomy Strategy

•There is a clear need for updating the 2012 EU Bioeconomy Strategy. •Luke agrees that the actions should be refocused and the scope of the Strategy assessed in the light of recent policy developments (e.g. UN SDG’s, circular economy and Paris Agreement). •Luke supports the systemic approach presented in the bioeconomy roadmap but would like to emphasize that circular bioeconomy is much larger than just food system. Non-food bioeconomy, and forest bioeconomy in particular, should be a key element in the updated bioeconomy strategy. •The Strategy and Action Plan should support releasing the full potential of blue bioeconomy, not only in food production but also in non-food products and services. •Investments in knowledge, research and innovation are of outmost importance for building climate-smart and resource-smart future circular bioeconomy in Europe. The Strategy and Action Plan should support strategic research and innovation, as stated in the roadmap. •In addition to products, the new bioeconomy strategy should take the wide variety of services into account. Services are important part of bioeconomy value-chains and business ecosystems. On the other hand, opportunities based on immaterial values of nature should also be included in the bioeconomy concept. •The Strategy and Action Plan should support the creation of demand driven markets.
