Response to Application of EU health and environmental standards to imported agricultural and agri-food products

16 Mar 2022

Imports of agricultural and food products – Applying EU health and environmental standards – call for evidence METEX NØØVISTAGO is an EU based producer by fermentation of functional ingredients for animal nutrition. An efficient european sustainable food system cannot work without applying EU health and environmental standards also to imported products for agri-food and agricultural products and even beyond, to any inputs to the food chain. METEX NØØVISTAGO welcomes this initiative very much. Feed additives are part of the food chain and play an important role in the European sustainable food system. Feed additives are subject to pre-market approval system . The pre-market approval applies similarly to feed additives produced in the EU and to imported products. In the case of feed additives, the pre-market approval is primarily targeted to assess the safety of the products. It is therefore worth highlighting that the pre-market approval does not enable to check whether the EU environmental standards are also met by the imported products insofar. For example, the carbon footprint of the production, mostly relevant for high energy consuming process, is not captured. Whereas EU production is subject to environmental standards such as the Emission Trading Scheme, this is not the case for imported products, in spite of the pre-market approval. Applying EU environmental standards to imported products is of high importance, to avoid distorsion of competition with EU production. In the above-mentioned example, an option would be to enlarge the scope of the carbon border adjustment mechanism to those products.
