Response to Review of EU rules on fluorinated greenhouse gases

Koura is a global producer and supplier of F-gases including having a significant presence in the global supply of F-gases for use in MDIs. Koura supports the purpose of the F-gas Regulation to transition to lower GWP solutions. Koura supports the strengthening of measures to tackle the threat of illegal trade of HFCs to the successful accomplishment of the Europe’s climate objectives. However, we are concerned that quota allocation fee of € 3 per tonne of CO2, by increasing the average HFC price, could risk further incentivising the illegal trade of HFCs as until such time as levy revenue generating enforcement measures do their intended job those engaged in the illegal trade in HFCs will likely proposer even more, while those in the legitimate value chain will suffer. The increasing ambition of the revised phase-down particularly in the near term does cause some concerns relating to the role F-gases need to play in Europe’s decarbonising plans.
