MOT

L’association a pour objet de promouvoir et faciliter le développement des territoires par la réalisation des projets transfrontaliers, et à cet effet, notamment, de : - veiller aux intérêts des territoires transfrontaliers, - accompagner les porteurs de projets et les acteurs de la coopération transfrontalière, - aider à la définition de stratégies d’ensemble en matière de coopération transfrontalière aux différents niveaux territoriaux (local, régional, national, européen, international), - rechercher les solutions techniques, juridiques et financières, permettant de lever les obstacles inhérents aux situations transfrontalières, - mettre en réseau les acteurs et les expériences, - faciliter la synergie entre les acteurs de la coopération transfrontalière des différents pays concernés, à chaque niveau territorial, et entre les niveaux. Mission Opérationnelle Transfrontalière (MOT) is an association that was set up in 1997 by the French government, and counts today more the 90 members*. Its main objective is facilitating cross-border projects, especially by resolving obstacles for cross-border cooperation. MOT fully supports the relaunch of the process leading to an amended proposal of facilitating border solutions, following the observations: - First, identifying and removing obstacles is a major challenge for cross-border cooperation. - Second, obstacles to cross-border cooperation need to be resolved at every border, but also by involving capital cities, within a European framework. - Finally, the MOT would like to highlight that many projects (such as those supported by the B-solutions initiative) would have been very much facilitated by the mechanism. Historically, the MOT has supported the European Commission's project from the outset: The work of the Luxembourg presidency of the Council of the EU (2nd semester 2015) at the Intergovernmental level when the Grand Duchy of Luxembourg first put forward the need to overcome obstacles to cooperation via new EU cross-border tools. This issue was debated during the presidency on the basis of a study for which the MOT was commissioned by Luxembourg on legal solutions for overcoming obstacles to cross-border cooperation, investigating the needs for changes to law and envisaging new legal tools (which has analysed three concrete examples): http://www.espaces-transfrontaliers.org/fileadmin/user_upload/documents/Documents_MOT/Etudes_Publications_MOT/2015_09_Legal_provisions_Obstacles_to_CBC.pdf Following the presidency an informal working group of several Member States, the Committee of the Regions, MOT, AEBR and CESCI was set up, which has met on a regular basis to further develop the tool between 2016 and 2018. The MOT was in charge of the secretary of the group: http://www.espaces-transfrontaliers.org/ressources/themes/obstacles/obstacles-3/groupe-intergouv-obstacles/ Now, after the non-successful legislative proposal for a mechanism to remove legal and administrative obstacles in a cross-border context (ECBM) in 2018, MOT very much supports its relaunch following the Gozi report of the European Parliament and the Altounian report of the European Committee of the Regions. For the second report "European Cross-Border Mechanism 2.0", MOT was expert of Magali Altounian. *MOT network is composed of players in border territories involved in cross-border cooperation and situated on both sides of the border: regions, provinces, municipalities, groupings of local authorities and territorial authorities, cross-border structures, governments, chambers of commerce and industry, federations, networks, urban planning agencies, etc.
